Japan’s Ministry of Foreign Affairs announced additional asset-freezing and transaction-control measures against parties involved in North Korea’s nuclear, weapons-of-mass-destruction, ballistic-missile, and other UN Security Council-prohibited activities. The action followed North Korea’s August 24, 2023 launch using ballistic-missile technology for a claimed satellite, including a trajectory over Japan. Under Japan’s Foreign Exchange and Foreign Trade Act, three organizations and four individuals designated by MOFA notice became subject to licensing requirements for payments and capital transactions such as deposits, trusts, and money lending.
