The IFANS report assesses North Korea’s cyber capability as a strategic asymmetric tool used for military, political, intelligence, influence, and revenue-generation objectives. It emphasizes that DPRK operations target governments, critical infrastructure, IT, defense, aerospace, supply chains, digital finance, and media across South Korea, the United States, Japan, China, Russia, Vietnam, the Middle East, Latin America, and Africa. The report highlights cryptocurrency theft as a major sanctions-evasion and weapons-funding mechanism, citing 2022 theft estimates of about $1.65 billion, and describes social-engineering and phishing against government, diplomatic, defense, aerospace, and North Korea-related experts. It recommends stronger whole-of-government crisis response, public-private cooperation, expanded U.S.-ROK and international cyber coordination, threat-information sharing, and public awareness measures.
