The Belfer Center's 2022 National Cyber Power Index evaluates how thirty states demonstrate cyber capability and intent across national objectives. Its framework treats cyber power as broader than destructive operations, including espionage, resilience, surveillance, information control, technology competition, financial objectives, and norms shaping. The methodology combines qualitative and quantitative indicators from more than 1,000 public sources and 29 indicators. The index is intended as a policy tool for comparing demonstrated state cyber power, not as a judgment on whether a state's cyber activity is responsible or desirable. Its relevance lies in giving policymakers a broader model for assessing state cyber threats and capabilities beyond a small set of high-profile offensive actors.
