The FBI IC3 2025 report recorded 1,008,597 cybercrime complaints and more than $20.8 billion in reported losses, with cyber-enabled fraud accounting for most losses. Investment fraud, business email compromise, tech support scams, phishing and spoofing, extortion, and cryptocurrency-related complaints remained major reporting categories. The report also describes FBI disruption and recovery work, including Operation Level Up against crypto investment scams and the IC3 Recovery Asset Team's Financial Fraud Kill Chain process. For CTI tracking, the useful context is the scale of crypto-enabled fraud, AI-enabled abuse, ransomware reporting, and foreign scam-center activity that can overlap with state-sponsored or financially motivated threat ecosystems when supported by separate evidence.
