Treasury Sanctions Clandestine IT Worker Network Funding the DPRK’s Weapons Programs

OFAC sanctioned Korea Sobaeksu Trading Company and Kim Se Un, Jo Kyong Hun, and Myong Chol Min for supporting DPRK sanctions evasion and revenue generation, including fraudulent IT worker activity. The release says Sobaeksu operates as a front company for the DPRK Munitions Industry Department and has been used to send IT worker teams overseas, including to Vietnam, while also supporting nuclear procurement. DPRK IT workers are described as using fraudulent documents, stolen identities, and false personas to infiltrate legitimate companies in the United States and allied jurisdictions. OFAC also notes that some DPRK IT workers have introduced malware into company networks to exfiltrate proprietary and sensitive data, making the sanctions action relevant to both illicit finance and cyber defense monitoring.
