The 2021 UN Panel of Experts report says North Korea maintained and developed nuclear and ballistic missile programs while seeking overseas material and technology despite COVID border controls. The Panel investigated malicious cyber activity attributed to the DPRK and mostly led by the Reconnaissance General Bureau, including operations against virtual assets, virtual asset service providers, and defence companies. It also noted overseas IT workers dispatched by the Munitions Industry Department and continued use of shell companies, bank representatives, offshore assets, and virtual assets to reach international finance channels.
