OFAC sanctioned North Korean bankers, foreign-based financial representatives, Ryujong Credit Bank, and Korea Mangyongdae Computer Technology Company for supporting laundering tied to cybercrime and overseas IT worker operations. Treasury linked Jang Kuk Chol and Ho Jong Son to management of funds, including about USD 5.3 million in cryptocurrency, for the sanctioned First Credit Bank, and added 53 Cheil Credit Bank cryptocurrency addresses to the SDN list. TRM found the designated addresses held more than USD 5.4 million, mostly USDT frozen during Tether blocklisting, and that Cheil-controlled wallets received more than USD 12.7 million between June 2023 and May 2025 in flows resembling IT worker salary payments. The designations show how DPRK financial institutions, IT worker delegations, OTC brokers, FX dealers, and nested service providers help move stolen and earned crypto proceeds into North Korea’s weapons-financing apparatus.
