OFAC sanctioned Russian national Vitaliy Sergeyevich Andreyev for allegedly facilitating payments to Chinyong Information Technology Cooperation Company, a previously sanctioned DPRK-linked organization employing North Korean IT workers in Russia and Laos. Treasury says Andreyev worked with Kim Ung Sun to convert more than USD 600,000 in cryptocurrency into US dollars since at least December 2024. The action also named Shenyang Geumpungri Network Technology Co., Ltd. and Korea Sinjin Trading Corporation as entities supporting financial flows for the Chinyong network. TRM notes that OFAC identified one cryptocurrency address associated with Andreyev and is monitoring on-chain behavior for overlap with known DPRK-linked networks, reinforcing how front companies, crypto conversion, and overseas IT workers support North Korea’s sanctions-evasion strategy.
